This was specifically to protect Luke / Leia from Anakin though, and was a voluntary choice on R2’s part (which is in of itself a sign of his eccentric behavior since he’s possessed of far more free will than typical of droids? IDK that might be giving the writers way too much credit).
That’s actually done with all astromechs, to avoid leaking of any data when they are collected/stolen.
Call it hacky writing, but it’s common to frequently wipe military electronics to prevent stealing.
