A Force user, properly attuned, would be able to sense the way the future was meant to unfold, and position themselves accordingly or (in Sith ideology), impose their vision of the future on reality. This was how Palpatine became emperor; he could see that the Force intended for massive galactic upheaval to take place, and was able to maneuver himself into winding up on top of the new status quo.
