Isn’t that invasion of a foreign country?
Consulates aren’t embassies, but it’s still very diplomatically sketchy.
I don’t think it’s foreign soil but they’re definitely not supposed to enter according to this site https://legalclarity.org/what-is-consular-jurisdiction-and-how-does-it-work/
