Exactly - we’ve allowed our government(s) to dilute the definition of terrorism through constant misuse. It’s not terrorism to attack military targets, even if the attacker is a stateless actor. Similarly, it is terrorism to attack civilians, even when perpetrated by a government. Terrorism is not simply a catch-all term for unsanctioned violence.
