Fresh ingredients, clean facilities, etc as like a mini advertisement. They could be like adverts and incentivize the restaurants to let them film. Plus not all TV has to be dramatic.
But Health Departments want the restaurants to be good. Ideally every episode would be shitty without anything to complain about.
