In France, we have some nudist beach. Outside those nudist beach, wearing a swimming suit are mandatory.
Women decide if they want to be topless or not. Children are usualy naked. Once you go out of the beach and walk in city, we all wear shirt.
Wearing a swim suit outside nudist beaches is mandatory, but God forbid you wear one that covers too much of your body, because then you’ll get arrested.
Yes those rules are stupid. I think the best suit is the baby suit and the full covered suit. One make us equal, the other reduce sunburn. Voilà.

Not federally-designated (which is unnecessary), but there are dozens of legal nude beaches in the US. There’s seven in Florida alone.
Haulover Beach is one of the most famous in North America, designated a legal clothing-optional beach in 1991.
Everyone can go topless in many places legally too, including Miami’s famous South Beach.
TBF you can take your clothes off and enjoy breeze on your body anywhere….thats private or in an agreed community.

On nudist beaches yes. Do that on a public beach and you’ll get arrested unless you’re a toddler. Going topless is generally speaking accepted but quite rare for women.

People tend to question the underlaying motives of ones who have the desire to get completely nude in public independent of whether your genitals are external or internal ones.
Kind of like they question the motives of people asking about it from a 4 day old account.

At some beaches, yes. Most require minimal clothing.
